  an HTTP transport that has isConfig true but isActive false.

  Currently, ECTRL dumpstate for 503 status code doesn't give the
  values for isActive and isConfig attributes of transports.
  Having these values printed in the trace will help
  troubleshoot 503 errors easily.
  

Problem conclusion

• The code has been changed to print isActive and isConfig
  values during 503 failures in trace and btrace.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.4.  Please refer to the Recommended Updates
