Error description
There are some bundles in the dev directory that fail to resolve when only loading the dev directory. Problem conclusion
Updated com.ibm.websphere.appserver.thirdparty.wssecurity bundle to have optional resolution for some packages such as opensaml, joda.time. Also created another thirdparty bundle to include xmlsec packages such as org.apache.xml.security.*, javax.xml.crypto.*. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.4.
