Error description

• The Liberty Profile server logs some unnecessary warning or
  error messages in some cases. In one case, an error is
  logged when the configuration contains an optional import
  with a malformed URL. In another case, a warning message
  about an invalid configuration setting is logged twice.

Problem conclusion

• The fix for this APAR removes the duplicate configuration
  processing that causes extra errors and warnings to be
  logged.
