Error description

• User registry service is not ready for service and it causes
  creating the LTPA key to fail.

  User registry service is not ready for service and it cause
  creating the LTPA key to fail. You may see:
  junit.framework.AssertionFailedError: LTPA configuration did not
  report it was ready
  

Problem conclusion

• If the user registry service not ready, we will use the default
  realm name "defaultRealm" to create the LTPA key.
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.4.  Please refer to the Recommended Updates page for
  delivery information:

Temporary fix

• Stop and restart the Liberty server.
