APAR status
Closed as program error.
Error description
If a user makes a change to annotation-based metadata in their application, the server runtime may not restart the application or recognize the change. This can occur when the application is expanded on the disk (as opposed to being packaged in a JAR/WAR/EAR/etc.). Note that this is applicable to loose configuration which is used by the WDT tooling in Eclipse development environments.
