Error description

• OAuth users would see an incorrect error message when the a
  token endpoint request fails because of  too many requests
  from the same user.

Problem conclusion

• This problem was fixed by adding the missing error message for
  "security.oauth20.token.limit.error" to the message file.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.4.  Please refer to the Recommended Updates page for
