Error description
ServlerResponse.flushbuffer() does not flush data to the client as expected if: 1. A ServletOutputStream is in use. 2. The response has already been committed.

Instead, the response data will only be sent when the response is closed. However, if the application is using a PrintWriter, ServletResponse.flushBuffer() works as expected.
Problem conclusion
The WebContainer has been updated to always flush data to the client when ServletResponse.flushbuffer() is called. The fix for this APAR is currently targeted for inclusion in fixpack 8.5.5.5.
