User is unaware that a new user might be created in certain
circumstances.

* PROBLEM DESCRIPTION: The console does not indicate when a    *
*                      new user is being created.              *
****************************************************************

The console shows the same messages when a user is created and
when a user password is being modified.

Problem conclusion

The console will display an information message indicating
that the user specified in the panel is being created.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.39, 8.0.0.11, 8.5.5.7.  Please refer to the
