Error description

• Provide support when a member server in a higher level is
  trying to invokeAdminMetadataManager MBean API in a lower
  level controller to deploy admin metadata to the repository.
  For example, a member in V8.5.5 is connecting to 8.5.5.4
  controller to deploy the admin metadata.
