Error description

• Under rare conditions (for example, when the leadership of
  the replica set is changing), a multi-replica replica set of
  the collective controller could reach an inconsistent state
  for the data.  This may result in a loss of data that is
  stored in the collective repository.

Problem conclusion

• The Frappe code is improved to prevent the condition that may
  result in an inconsistent state when the leadership of the
  replica set changes.
