Error description

• If the system is using LANG=tr_TR
  
  then, WebSphere Application Server logs the following error
  message:

Local fix

• This problem does NOT happen for other LANG.
  

Problem summary

  Because Tukish locale treates lower-case "i" and capital "I"
  differently, the java toLowerCase() method does not work as
  expected. This causes the parsing failures
  

Problem conclusion

• Problem is fixed by using TURKISH Locale inside toLowerCase()
  method.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.4.  Please refer to the Recommended Updates
