Error description

• If the cardinality of a nested configuration element is 1,
  0, or -1, only one element will be allowed. If a user
  specifies multiple nested elements with cardinality 0,
  Liberty profile will merge them together. if the cardinality
  is 1 or -1, Liberty profile will issue a warning or error.

  If the cardinality of a nested configuration element is 1, 0, or
  -1, only one element will be allowed. If a user specifies
  multiple nested elements with cardinality 0, Liberty profile
  will merge them together. if the cardinality is 1 or -1, Liberty
  profile will issue a warning or error.
  

Problem conclusion

• Nested configuration elements with cardinality 1 or -1 will now
  be merged together as they are for cardinality 0.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.6.  Please refer to the Recommended Updates page for
