Error description

• When users have the JVM's unrestricted policy file in place
  the 256 bit ciphers are available, but we are not allowing
  them by default in the HIGH cipher list.   Need to include
  them in the HIGH cipher list.

Problem conclusion

• We now allow the largers ciphers to be in the HIGH cipher list
  when the unrestricted policy file is in place.
  
  The fix for this APAR is currently targeted for inclusion in fix
