  In a multicell cell environment it is possible that restarting
  a nodeagent hosting the cell agent could result in the center
  cell losing connection with the point cell. This results in
  the APC not receiving any information on the cluster residing
  on the point cell and thus is rendered incapable of performing
  placement decisions.
  

Problem conclusion

• Code corrected to avoid this problem.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.7.  Please refer to the Recommended Updates
