  The administrative console intelligent management plugin page
  uses milliseconds internally for the retryInterval property,
  whereas the ODRLIB expects the generated plugin-cfg.xml file
  to have a value in seconds. However, the console-generated
  file will have the user-specified value multiplied by 1000.
  This issue has been fixed in WebSphere Network Deployment
  v8.5.5 fix pack 3.  However, the incorrect value remains in
  the already created xml file.
  

Problem conclusion

• If the retryInterval property is not correct in the
  plugin-cfg.xml file, it will be corrected when fix pack 7 is
  applied.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.7.  Please refer to the Recommended Updates
