  In the WebSphere Application Server z/OS control region, a
  request with SOAPACTION header is regarded as a SOAP request,
  which has a different way of transmission compared to a HTTP
  request.
  

Problem conclusion

• By setting property
  "com.ibm.ws.soapchannel.zos.IgnoreSoapActionInGET" to true, the
  SOAPACTION header can be ignored and the request is seen as a
  HTTP request.
  
  APAR PI44570 is currently targeted for inclusion in Fix Pack
  8.5.5.8 of WebSphere Application Server V8.5.
