• Closed as program error.

Error description

• If the server is stopped while a configuration update is
  taking place, it's possible that the error CWWKE0701E will
  be reported in the logs.

  If the server is stopped while a configuration update is taking
  place, it's possible that the error CWWKE0701E will be reported
  in the logs.
  

Problem conclusion

• The server will now avoid the CWWKE0701E error by checking to
  see if the server is shutting down before trying to use
  resources.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.7.  Please refer to the Recommended Updates page for
  delivery information:

Temporary fix

• No workaround is necessary. The error in the logs can be
  ignored.
