    * PROBLEM DESCRIPTION: When an application server which is a *
    * member of a cluster in a point cell *
    * is restarted, On Demand Router does *
    * not route to applications deployed in *
    * the restarted server properly. *
    ****************************************************************
    * RECOMMENDATION:                                              *
    ****************************************************************
    When an application server in a point cell is restarted, On
    Demand Router(ODR) adds other servers in addition to the
    restarted server as targets for applications deployed on the
    restarted server even if the other servers don't host the
    applications. And now, when a request meant to be handled by
    the application in the restarted server is sent, ODR can route
    it to any server irrespective of whether the server hosts the
    application or not. This is due to a flaw in our code.
