Error description

• When the basicRegistry element in the server.xml is updated
  very frequently, CWWKS3104E: Multiple users are defined
  error might be logged and thus some of the users in the
  Basic Registry might be disabled.

  When the basicRegistry element in the server.xml is updated very
  frequently, either NullPointerException or CWWKS3104E: Multiple
  users are defined error might be logged and thus some of the
  users in the Basic Registry might be disabled.
  This is due to the incorrect resource usage while processing the
  configuration change.
  

Problem conclusion

• With this fix, the error was corrected, and the error no longer
  happens.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.8.  Please refer to the Recommended Updates page for
