PI52566: Incorrectly returning CWWKS4306E when application URI is unprote cted and Liberty receives an expired LtpaToken

Error description

When application URI is unprotected and Liberty receives an
expired  LtpaToken it incorrectly returns the error below:

CWWKS4306E: SPNEGO authentication is not
supported.
SPNEGO authentication is not supported on
this client browser..

Liberty is incorrectly returning CWWKS4306E when application URI
is unprotected and Liberty receives an expired LtpaToken

Problem conclusion

The code was modified to prevent CWWKS4306E from being issued
when an expired LtpaToken was received for unprotected URIs.

The fix for this APAR is currently targeted for inclusion in fix
pack 8.5.5.9.  Please refer to the Recommended Updates page for
