Error description

• When using a PROC  to start a server with
  WLP_DEFAULT_JAVA_HOME=@WLP_INSTALL_DIR@/java/J7.0_64
  specified in java.env,
  the server fails to start because @WLP_INSTALL_DIR@ is not
  expanded .
  The following messages will be in the joblog.
  CWWKB0234E JAVA_HOME location @WLP_INSTALL_DIR@/java/J7.0_64
  does not exist
  CWWKB0210E Failed to resolve JAVA_HOME

  On z/OS when using a PROC  to start a server with
  WLP_DEFAULT_JAVA_HOME=@WLP_INSTALL_DIR@/java/J7.0_64 specified
  in java.env,
  the server fails to start because @WLP_INSTALL_DIR@ is not
  expanded.
  

Problem conclusion

• Updated the code to expand @WLP_INSTALL_DIR@.
  
  The fix for this APAR is currently targeted for inclusion in fix
