  If a specific timing window is hit, jobs containing a split-flow
  (that is, a flow within a split) may continue running even after
  the job is stopped, thereby leaving the job "stuck" in STARTED
  status (not running but unable to be restarted).
  

Problem conclusion

• Appropriate synchronization was added to the stop path.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 8.5.5.9.  Please refer to the Recommended Updates page for

Temporary fix

• The server running the job (the executor server) may be
  restarted.  This should initiate recovery processing, putting
  the job in FAILED state, and thereby allowing a restart to be
  successfully executed.
