Error description

• The scaling controller might not register a scaling member
  correctly when the member starts, such that it is not
  recognized as a cluster member or that it is not recognized
  as having started.  This may cause incorrect scaling
  decisions to occur.  One possible symptom of the problem is
  that message CWWKV0121I does not appear in the controller's
  messages log for the scaling member.

  started.  This may cause incorrect scaling decisions to occur.
  One possible symptom of the problem is that message CWWKV0121I
  does not appear in the controller's messages log for the scaling
  member.
  

Problem conclusion

• The problem is caused by a lack of synchronization when handling
  events that occur when the scaling member starts.  The
  synchronization has been corrected.
  
  The fix for this APAR is currently targeted for inclusion in fix
