PI58092: Delay in application startup on Liberty

Error description

An application that makes extensive use of annotations is
deployed onto WebSphere Liberty v8.5.5.8.During the
startup,the application takes about 20-45 seconds to
startup.

The Bean Validation  1.1 feature was processing all annotation
types in its CDI extension.  This was causing long delays in
starting applications which contain large numbers of
annotations.

Problem conclusion

To improve performance during application startup, the Bean
Validation CDI extension has been updated to limit the
annotation types processed to only those types Bean Validation
is interested in.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.2.  Please refer to the Recommended Updates page for
