Thr error does not refer to look at the security.xml file
to determine why the server will not start.

When the security.xml file is corrupt there is no good
indication in the logs that a corrupt security configuration
may be the problem.

Problem conclusion

Add a new message to suggest to users to check the
security.xml for errors.

The fix for this APAR is currently targeted for inclusion in
fix pack 8.5.5.10 and 8.0.0.13.  Please refer to the
