PI63135: Custom type conversion is sometimes bypassed in EL 3.0

Error description

Custom EL resolvers are sometimes not given the opportunity to
take effect and apply custom type conversions.

One example of an issue caused by this behavior is seen in a
well-documented JSF scenario.  The JSF context parameter
javax.faces.INTERPRET_EMPTY_STRING_SUBMITTED_VALUES_AS_NULL
was broken by a change in the EL 3.0 specification.  A
workaround is needed to get the behavior previously controlled
by that parameter; that workaround involves adding a custom EL
resolver to perform the empty string to null conversion.  The
workaround, however, does not work unless custom EL resolvers
are applied correctly.  This issue addresses that custom EL
resolver issue.

Problem conclusion

EL 3.0 was updated to allow custom EL resolvers to apply custom
type conversions.

The fix for this APAR is currently targeted for inclusion in
WebSphere Application Server Traditional Profile version 9.0.0.2
and WebSphere Liberty Profile version 16.0.0.3.  Please refer to
