Error description

&#216;
When the web server service is reloaded, or restarted with
the
'graceful' option, communication with a collective
controller
enters a bad state where multiple CWWKV0008W messages are
logged.

Local fix

The controller must be restarted to resolve the problem.

When a web server is reloaded, rather than stopped and started,
it sends an initialization message to the collective controller,
when the collective controller already has the web server in an
initialized state.
We did not handle the state transition from initialized back to
initialized. This can occur when the apache "graceful" command
is used, or when the ODR component is reloaded on a DataPower
appliance.

Problem conclusion

Code was added to handle the case where a web server re-
initializes its connection without closing the original
connections.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.3.  Please refer to the Recommended Updates page for
