Problem conclusion

• Generally servers do take more time to start if more
  applications are installed, but in this case there was an
  inefficiency in the JAX-RS 2.0 code that was causing classes
  to be scanned for annotations unnecessarily.  The code has
  been updated so this no longer occurs.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 9.0.0.1.  Please refer to the Recommended Updates

Temporary fix

• If you do not need JAX-RS 2.0, you can disable it.  Refer to
  this topic in the Knowledge Center: "Switching among different
  JAX-RS providers by using administrative console".
