Error description

Because different values are used as keys, the second attempt
does not  find the previously created work manager, and
attempts to create a new one.  This fails in the thread pool
creation, with  "java.lang.IllegalArgumentException: ThreadPool
name already defined",  because a thread pool based on the work
manager's name has previously  been created.

An error in how the key for a work manager is computed allows
two copies to be created, which attempts to duplicate the
thread pool, leading to the IllegalArgumentException for
duplicate thread pool name.

Problem conclusion

Fixed computation of the work manager key to be consistent.

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.13, 8.5.5.11 and 9.0.0.1.  Please refer to the
