PI65506: Display proper asset list when embedded asset repo is missing du ring IM modify

Error description

[16.0.0.2] IM modify_add flow failed to install liberty
javaee7 addon when Installation Manager option 'save files
for rollback' is not selected during past install

Steps to reproduce:

Installation Manager GUI
- install Installation ManagerIM Base offering
- custom install option by not selecting any asset
- after installed, go to modify wizard
- select add asset
- select Javaee7 and WebProfile7 bundles to install
- failed

Caused of the issue is found.
During modify_add flow, it expects to get access to the
embedded zip files from IMShared directory. If user doesn't
select Installation ManagerIM's option to store the files,
the files are not copied into IMShared directory and as a
result it fails in this case. During modify, it should get
embedded repo files from the offering repository.

During install, the issue doesn't occur as embedded zip
files are temporarily copied into IMShared directory if user
doesn't select Installation Manager's option to store the
file.

Problem conclusion

The code has been fixed so that only available assets are listed
during modify add flow when IM's 'Save files for rollback' is
not set.

Temporary fix

User can use 'installUtility' tool to install additional
assets.
