PI68061: Option to display customized text for some server errors

Error description

Provide a custom property for the user to configure their
own display text when there are certain server exceptions.

Users would like to replace the following default system error
or exception response messages with their customized message:

SRVE0232E: Internal Server Error.
SRVE0218E: Forbidden: Web Security Exception

Problem conclusion

The WebContainer code was modified to provide an option for
users to provide their own messages.  A new WebContainer custom
property needs to be set to enable the behavior provided by this
APAR:

com.ibm.ws.webcontainer.displaycustomizedexceptiontext="Replace_
with_Your_New_Message_Here"

or

displaycustomizedexceptiontext="Replace_with_Your_New_Message_He
re"

The property has no default value.  The message value is also
displayed as-is without any translation or sanitization.

The fix for this APAR is currently targeted for inclusion in fix
packs 8.5.5.11, 9.0.0.2 and Liberty 16.0.0.4  Please refer to
