Error description

Server shutdown can occur with improper ordering resulting
in failures in the connection manager if the transaction
service is no longer available.

Server shutdown can occur with improper ordering resulting in
failures in the connection manager if the transaction service is
no longer available.

Problem conclusion

Enforce proper ordering so that the connection manager does not
shut down until after the transaction service shuts down.
