Local fix

Problem summary

* PROBLEM DESCRIPTION: The user is unable to change their      *
*                      password in a file repository.          *
****************************************************************
* RECOMMENDATION:                                              *

The file that backs the file repository is only editable by
administrators due to its location therfore the user cannot
update their password in the file.

Problem conclusion

The code was changed to allow the current user to udpate their
own password in the file repository.

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.14, 8.5.5.12 and 9.0.0.5.  Please refer to the
