PI69277: Java 2 Security permissions are not granted to a shared library when using the file element instead of a fileset

Error description

The Java 2 Security permission granted to a shared library
in the server.xml does not take effect when the shared
library is defined with a file element.  For example,

<library id="yourSharedLibrary">
    <file name="${server.config.dir}/derby/derby.jar"/>
</library>

<javaPermission
codebase="${server.config.dir}derby/derby.jar"
className="java.security.AllPermission"/>

does not grant the permission as expected and an
AccessControlException is issued when there is an attempt to
access a resource requiring the shared library code to have
the permission.

Problem conclusion

The code was modified to properly grant the permissions to the
shared library when using a file element to specify the location
of the shared library archive.

The fix for this APAR is currently targeted for inclusion in fix
