Error description

During a high volume of concurrent requests to JSP pages
which use tag libraries an increased response times can
occur.  This is caused by code in the
com.ibm.ws.webcontainer.webapp.WebApp$AnnotatedMethods.looku
pMethod() in which the synchronization of a HashSet is
blocked while waiting for other threads to release the lock
on the HashSet.

During a high volume of concurrent requests to JSP pages which
use tag libraries an increased response times can occur.  This
is caused by code in
com.ibm.ws.webcontainer.webapp.WebApp$AnnotatedMethods.lookupMet
hod() in which a synchronized HashSet is locked while waiting
for other threads to release the lock on the HashSet.

Problem conclusion

The WebContainer code was modified to handle the synchronization
of the HashSet more efficiently while continuing to ensure
thread safety.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.4.  Please refer to the Recommended Updates page for
