Failover does not work on an application using CDI 1.2

You may see errors such as WELD-000714: HttpContextLifecycle
guard leak detected. The Servlet container is not fully
compliant. The value was 1 or WELD-000227: Bean identifier
index inconsistency detected - the distributed container
probably does not work with identical applications

You may see errors such as WELD-000714: HttpContextLifecycle
guard leak detected. The Servlet container is not fully
compliant. The value was 1 or WELD-000227: Bean identifier index
inconsistency detected - the distributed container probably does
not work with identical applications

Problem conclusion

Weld creates an index of beans to ensure two applications are
equivilent, if the index is different it will not perform
failover. Liberty was using a value that changed every time the
server ran as part of this index meaning that identical
applications had divergent indexes. We have corrected this bug.

The fix for this APAR is currently targeted for inclusion in fix
pack 16.0.0.4.  Please refer to the Recommended Updates page for
