Error description

The client hello of the TLS advisor includes ECDHE ciphers,
which are selected when prioritized by the IBM HTTP Server.
However, the client does NOT send the elliptic_curves and
ec_point_formats TLS extensions as part of the ClientHello,
resulting in the IBM HTTP Server closing the connection

Local fix

De-prioritize or disable ECDHE ciphers on the IBM HTTP Server.

If using the TLS advisor and the backend server is setup to
use elliptical ciphers, the advisor will fail because the
advisor is missing required extensions for these ciphers.

Problem conclusion

Added the missing extensions to the advisor.

Affects both Load Balancer for ipv4 and Load Balancer for ipv4
and ipv6.
Fix levels:
   7.0.0.43 (ipv4)
   8.0.0.13 (both)
   8.5.5.12 (both)
   9.0.0.3 (both)
