Error description

After upgrading to WebSphere Liberty 16.0.0.4,  OSGi
applications may take twice as long to startup.

Overall performance of OSGi service find, bind, publish have
been greatly reduced and has contributed to the slowness
during
startup.

When installing an OSGi application in Liberty the sharing
policy for importing capabilities from the bundles included in
the Liberty server is getting calculated incorrectly.  It ends
up including many filters for capabilities that are not needed
and are not visible.  This increase in the number of filters
used significantly slows down the the OSGi service registry and
the Aries blueprint implementation.

Problem conclusion

A defect in the Apache Aries Subsystems implementation was fixed
to correctly calculate the import sharing policy for the OSGi
application to only include filters for capabilities required by
the application.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.1.  Please refer to the Recommended Updates page for
