Error description

The request is not affected by maxrequestSize value on a
multipart request. The option is ignored by the server.

The MultipartConfig has an optional attribute maxRequestSize (
maximum size allowed for a multipart/form-data request, in
bytes). Currently the server code ignores this attribute while
serving a multipart request.

Problem conclusion

The Web Container code has been fixed and the value of
maxRequestSize in the multipart request will no longer be
ignored.
To get the new behavior the following Web Container custom
property will need to be set by the user:
"com.ibm.ws.webcontainer.useMaxRequestSizeForMultipart =
true/false(default)"
Liberty users can use the short name
"useMaxRequestSizeForMultipart=true/false(default)".

The fix for this APAR is currently targeted for inclusion in fix
pack 9.0.0.3, and Liberty 17.0.0.1.  Please refer to the
