PI75915: CDI failover does not work if bundles have different OSGI qualifiers

Error description

Contexts and Dependency Injection (CDI) failover includes a
check to ensure it is failing over between two identical
applications. However the code that checks for equality
checked that the OSGI version for modules in the application
were identical, this was too strict.

CDI failover includes a check to ensure it is failing over
between two identical applications, however the code that checks
for equality checked that the OSGI version for modules in the
application were identical, this was too strict.

Problem conclusion

The code was modified to exclude the qualifer component of an
OSGI version string when checking applications for equality.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.1 for WebSphere Application Server Liberty and
9.0.0.3 for tradional WebSphere Application Server.  Please

Temporary fix

Ensure all servers in a cluster are of the same version.
