*                      action does not attempt any retries     *
*                      before failing the retry action.        *

The health management restart server action includes a retry
feature.  The ability to retry should be triggered if the first
restart action attempt fails.  This failure can occur,
especially on slower environments.  Prior to this fix, the retry
logic was circumvented due to logic flaws.

Problem conclusion

New logic was added to properly deal with a failed server
restart.  The existing retry logic will now be triggered as
expected in the event a restart fails.

The fix for this APAR is currently targeted for inclusion in fix
pack 8.5.5.12 and 9.0.0.4.  Please refer to the Recommended
