Vetoing is a CDI construct, however vetoing an EJB causes an
exception rather than causing the EJB contianer to handle the
bean.

Problem conclusion

A new check was added for vetoed EJBs which causes CDI to
ignore them.

The fix for this APAR is currently targeted for inclusion in
fix pack 9.0.0.4 and liberty 17.0.0.2.  Please refer to the
