• Inconsistent port assignment when creating multi-node cluster

  The create server port assignment should not check if port is
  used when server is in a different host machine.
  

Problem conclusion

• There was a bug in the server creation port assignment as it
  always checked whether port was used even when the server node
  is in a different host machine.  It should only check if port
  is used by other process when server node is in same host
  machine.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.12 and 9.0.0.4.  Please refer to the
