  Server selection is based upon site proportions. The first two
  proportions indicate the metric monitor settings. When they
  are both 0, metric monitoring should not occur.
  

Problem conclusion

• The code was not properly checking for a value of 0 and metric
  monitoring would always occur even when monitoring should be
  disabled. This could cause errors to be reported in the
  monitor log.
