PI79878: Server create command (using Java 8) overwrites server.env file

Error description

When using Java 8 and creating a Liberty Profile server -
the
server.env file from the templates directory is overwritten.


Java 8 assumes that no server.env file existed - so it
creates
a new file instead of appending

Servers are created from a a server template which can contain a
server.env file. On Java JDK8 or higher, the server includes by
default the value "WLP_SKIP_MAXPERMSIZE=true". The server
creation methods incorrectly do not check to see if a user
supplied server.env exists in the server template folder (for
example wlp/templates/servers/defaultServer/server.env), causing
the server.env provided in the server template to be ignored.

Problem conclusion

The function was changed to check for the existence of a
server.env provided by the user so that the user provided
server.env elements are not lost.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2.  Please refer to the Recommended Updates page for

Temporary fix

The user can add the missing elements to the server.env after
server creation manually.
