PI80256: AccessControlException thrown when finding resources if Java 2 security is enabled.

Error description

If the user has enabled Java 2 security (or if a security
manager is in use in the Liberty server JVM), many searches
for resources (i.e. META-INF/services/someInterfaceType )
may fail with an AccessControlException.  This can manifest
itself in many ways including seeing a
ClassNotFoundException for backup implementation classes,
the AccessControlException, NoClassDefFoundErrors, etc.

Problem conclusion

The fix for this APAR is to use a different classloading
mechanism so that calls to getResource does not fail with an
AccessControlException.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2.  Please refer to the Recommended Updates page for
