PI80357: JMS connection factories defined through annotations can fail to allocate connections

Error description

When a JMS connection factory is defined using the
javax.jms.JMSConnectionFactoryDefinition annotation the
server may issue the error message CWSIA0005E: The JCA
runtime failed to allocate a connection.

When a JMS connection factory is defined using the
javax.jms.JMSConnectionFactoryDefinition annotation the server
may issue the error message CWSIA0005E: The JCA runtime failed
to allocate a connection.

Problem conclusion

The JMS connection factory while now properly wait for the
associated connection manager to be activated.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.2.  Please refer to the Recommended Updates page for
