Error description

If there are two simultaneous calls to the file notification
MBean made with different arguments, one of the calls can
get
lost if the thread fails to obtain a lock.

Local fix

synchronize calls to the notifyFileChanges operation on the
mbean

Multiple simultaneous calls to the FileNotificationMBean's
notifyFileChanges method can result in one of the calls not
being honored. The method attempts to obtain a lock to prevent
multiple threads from executing the method simultaneously. If a
thread fails to obtain the lock because another thread is
holding it, the method will exit leaving state variables in an
invalid state.

Problem conclusion

The internal method associated with the notifyFileChanges method
will now wait to obtain a lock instead of exiting out if the
lock is not available.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.3.  Please refer to the Recommended Updates page for
