PI85520: Message CWWKO0229I is not issued when asynchronous I/O is configured

Error description

When asynchronous I/O support is configured on z/OS,
messages CWWKO0229I and CWWKO0230I may not be issued.
Asynchronous I/O support is not active at runtime, even
though message CWWKB0103I indicates authorized service group
ZOSAIO is enabled.

In some cases, message CWWKB0103I indicates that the ZOSAIO
authorized service group is available, but messages CWWKO0229I
and CWWKO0230I are not issued.  In this case, the asynchronous
I/O libraries are not available at runtime, and the server will
operate using the standard I/O routines.

Problem conclusion

Code was added to ensure that the asynchronous I/O service is
started when it is configured.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.3.  Please refer to the Recommended Updates page for
