correct mapper is NOT chosen due to the order and it only
occurs when the  mapper classes are represented by proxy
objects, due to the dependency  injection.

Dependency Injection within a JAX-RS ExceptionMapper class
results in a proxy class being created.   This proxy class
causes issues when determining which exception mapper to use
when an exception is thrown which results in inconsistent
behavior.

Problem conclusion

The JAX-RS code was changed to compare and match the exception
mapper class objects rather than the proxy objects created via
dependency injection.

The fix for this APAR is currently targeted for inclusion in fix
pack 17.0.0.3.  Please refer to the Recommended Updates page for
